Strategic Plan

HARC regularly engages in strategic planning with its staff, Board of Directors and stakeholders.  Below is a summary of the most recent strategic plan.

Infrastructure and Operations

Goal 1: Ensure that facilities and procedures help achieve effective operations and quality services.
Objective: Improve main office.
Objective: Establish satellite facilities in Jackson, Livingston and Lenawee Counties.
Objective: Ensure consistent office support.
Objective: Analyze vehicle and transportation needs related to service delivery.
Objective: Ensure that processes are in place to support cost-effective and compliant operations.

Goal 2: Strengthen the capacity of the staff and board to support HARC infrastructure and operations.
Objective: Provide training that strengthens the business, technology and communication skills necessary for HARC staff.
Objective: Complete building the Board of Directors.

Goal 3: Update technology to improve visibility, cost-effective operations, innovative communication, and e-philanthropy.
Objective: Secure new or updated computers and software consistent to specifications.
Objective: Improve web presence to increase visibility of HARC.

Funding and Fundraising

Goal 1: Diversify funding base to ensure stable and adequate funding for HARC programs, services and overhead.
Objective: Increase HARC’s funding base.
Objective: Increase funding from individuals and corporations.
Objective: Provide revenue generating and fee for service products that do not jeopardize HARC’s non-profit status.

Goal 2: Develop fundraising priorities that provide ongoing support for existing programs that are effective and new fund to address emerging needs.
Objective: Increase ability to provide better services for special and underserved populations.
Objective: Define and prioritize the programs and services that support our mission and are in need of funding.
Objective: Provide special funding or donations for outreach and care needs, such as van outreach and housing.

Goal 3: Increase fundraising capacity of staff and board.
Objective: Recruit more people to assist with fundraising activities.

Programs and Services

Goal 1: Ensure that HARC services are responsive to the needs of diverse communities affected by HIV/AIDS.
Objective: Increase involvement of infected and affected community on a regular basis.
Objective: Increase dialog between program staff on HIV and related issues.
Objective: Continue to strengthen relationships with populations most affected by HIV/AIDS.
Objective: Promote empowerment and independence through life skills services.
Objective: Evaluate program and service effectiveness in a regular manner to ensure quality and non-duplication of services.

Goal 2: Integrate co-occurring disorders into HARC programs and services to promote a wellness model for people living with or at risk for HIV.
Objective: Increase knowledge of co-occurring disorders among HARC staff.
Objective: Increase knowledge of co-occurring disorders among PWAs in HARC’s service area and current clients.
Objective: Expand training component on HIV and co-occurring disorders.

Goal 3: Increase HARC’s presence in entire service area for care and prevention.
Objective: Strengthen collaborations with community service agencies, schools, churches, and/or medical providers in all four counties to enhance resources and services for clients.
Objective: Publicize services available through HARC in entire services area to promote the effectiveness of community-based HIV services.
Objective: Implement revenue generating programs and services that are directly related to HARC’s mission.

Communication and Public Relations

Goal 1: Improve internal communication among staff, volunteers, clients, and board.
Objective: Increase client ability to give feedback and input regarding programs and services.
Objective: Increase dialog of HARC activities between staff, volunteers, clients, and board.
Objective: Increase cultural competence among staff, board, and volunteers to address issues of homophobia, racism, stigma and discrimination.

Goal 2: Improve external communication among PWAs, service providers and the entire community.
Objective: Build collaborative relationships with service providers and other community organizations.
Objective: Increase recruitment and utilization of volunteer corps.
Objective: Define HARC’s capacity and identity with respect to programs and services it provides.
Objective: Maintain current and accurate website.
Objective: Increase visibility of HARC’s programs and services in the community.
